This patch includes two modifications to the ACM-XSM module that were
dropped in the cruft cleanup.  It should now be possible to load and
boot acm policies.

N.B.  This patch requires recompilation of the ACM toolchain and
policies because XSM requires that the magic word be the first word in
the policy file.  ACM uses the version number as the first word and the
magic number as the second word in the policy file.
