It seems that it is related to this line:

vif = ['type=ioemu, bridge=xenbr0, model=rtl8139']

If I remove the "model=rtl8139" it works ok! The problem I got with Windows XP was that no network adapter was detected without the rtl8139 network interface model. Maybe a bug? It was working with 
3.0.2. I'm now on 3.0.4.

     I'm trying to install a guest Windows Server 2003 VM with Xen using Arch Linux. When I try to create the VM, it timeouts with the following message:

Error: Device 0 (vif) could not be connected. Hotplug scripts not working.

I once installed Windows XP using the same exact setup without any problem. Here is my configuration file:

kernel = "/usr/lib/xen/boot/hvmloader"
builder='hvm'
memory = 1500
name = "WindowsServer"
vcpus=2
vif = ['type=ioemu, bridge=xenbr0, model=rtl8139']

Any idea?
