Bug detailed description:

Xen HV hangs at iommmu_enable_translation.


Reproduce steps:
----------------
1. install c/s 17430 on 32pae host on stoakley machine.
2. reboot machine.

Current result:
----------------
1. xen HV hangs at booting.
