Bug detailed description:

This bug already lived for a long time. 
If setting Qemu NIC and VNIF at the same time, VNIF NIC can not get MAC. It
would report CABLE is 
off. 


Reproduce steps:
----------------
1. vif = [ 'type=ioemu', 'type=netfront' ]
2. create HVM
3. insert vnif drivers 
4. vnif network can not start up.
