We could not create four Linux VMX domains sequentially in IA32 Xen. 

I can create three Linux VMX domains, and boot up to login prompt screen 
successfully, but when I try to create the fourth Linux VMX domain, it 
complains "BUB: soft lockup detected on CPU#0" and gives a call trace.
and then, all the other three Linux guest OS also give a call trace.


Reproduce steps:
----------------
1. prepare four Linux images.
2. prepare four configuration files with vcpus=4
3. create four Linux VMX domain in sequence( after one VMX domain has been boot
up to login prompt screen, then create the next one ).
