Bug detailed description:

Can not create VMX domain for vif error, if  xen0 have eth0 break, but eth1
works


Reproduce steps:

recreate it.

Basic root-causing log:
----------------------
[root@vtxsmp-dev4 alex]# xm cr config.32e

 found. 

 the qemulog is :

 qemu: the number of cpus is 1

 /etc/xen/qemu-ifup: could not launch network script

 Could not open CD (null).
 char device redirected to /dev/pts/1
 False I/O request ... in-service already: 0, pvalid: 0, port: 0,
 data: 0, count: 0, size: 0
