partial fix for race

This patch only repairs the operation of a type 1 or type 2 descriptor.  Type 0
and 3 still need to be fixed.  No noticable speed change is seen with this
patch.  

The real 79C970A hardware only reads and writes the registers modified in this
patch, as verified by a PCI bus analyzer and much experience with the pcnet32
hardware.
