As reported here http://bugs.gentoo.org/show_bug.cgi?id=116810 the following
files are installed in /usr/local

/usr/local
/usr/local/sbin
/usr/local/sbin/setmask
/usr/local/sbin/xenbaked
/usr/local/sbin/xenmon.py

Looks like the Makefile sets prefix explicitly, unlike the rest of xen.
