Xen-unstable allows only 50% of physical cpu to dom0 (and probably other domains
as well).  Running cpu bound tasks shows only 50% cpu time allocated to dom0 and
performance is generally 1/2 or less of native Linux.  Both SEDF and BVT
schedulers show same problem.
